The industries, production processes and industrial catalogues that are clearly prohibited from development shall be closed and eliminated before the end of the year. For limited industrial production capacity and equipment, policy measures such as capital compensation and capacity replacement shall be taken according to local conditions to encourage early elimination.

By the end of 2020, in addition to the units that must be retained for heating and other tasks, all coal-fired power units under 300000 kW will be shut down and eliminated in principle. Coal-fired power units of 600000 kW and above account for 65% of the total coal-fired power transfer in the province, and the coal consumption for power supply of coal-fired power units will strive to reach 300 g / kWh. Withdraw the production capacity of electrolytic aluminum in the central urban area, and eliminate the production capacity of single plant below 200000 t / A; eliminate the production capacity of independent carbon enterprises that do not meet the requirements of environmental protection and safety, and withdraw the production capacity of independent aluminum carbon enterprises below 100000 t / A.

In 2020, the total consumption of coal in the whole province will be 15% lower than that in 2015, the total consumption of coal will be controlled within 201 million tons, and the consumption of electric coal will account for more than 52%. By the end of 2020, we will strengthen the construction of green mines in production in open-pit mines, carry out the selection of green mines at the provincial level, and strive to complete the construction of green mines in large and medium-sized open-pit mines in production in the province.

Electrolytic aluminum enterprises comprehensively promote the construction of flue gas desulfurization facilities, increase the intensity of unorganized emission control in the process of thermal residual cooling, build a closed and efficient flue gas collection system, and realize the effective treatment of residual cooling flue gas.
